Description: ## Why are these changes being made?
0.77 must not introduce a new release artifact (RNC). Current approach assumes releasing RNC (React Native Core) and RNOH. This MR aims to eliminate the need of releasing RNC.
## Test Plan
- Check tester and ecosystem tester for regressions.
- Check Metro and offline bundles in release and dev modes.
- Test release artifact in a sample project.
