feat(hooks): add PostToolUseFailure event for failed tool calls A failed tool call (ToolResult.is_error) now fires the PostToolUseFailure hook event instead of PostToolUse, so plugins can tell tool success from tool failure. refactor(notify): move notify out of core into capabilities::notify (feature-gated) Retire-core step: notify was the last easy-to-move core-internal module with external consumers. Its only core coupling was agent::TurnStopReason. - Move core::notify → capabilities::notify (L0). Mirror the askpass precedent (OS-integration side-util) instead of minting a new leaf crate; all three drivers already depend on capabilities. - Decouple from core: capabilities is L0 and cannot see core::agent, so define a local NotifyStopReason (5-variant 1:1 mirror). Hosts map their engine's stop reason via a notify_stop_reason helper (tuix + cli). After the driver protocol migration this remaps to kernel event::StopReason with no change to notify itself. - Feature-gate to preserve capabilities' optionality discipline: notify reads NotificationConfig, which drags config→telemetry (reqwest/rustls/ flate2). Make atomcode-config optional + add a notify feature + #[cfg(feature = "notify")] on the module; only tuix/cli enable it, so provider-only / lean embedders (daemon/clix/review/bridge) skip the stack. Verified via cargo tree: config is absent from a provider,tools build. - Clean cut, no shim: core can't depend on capabilities (would cycle) and the stop_reason type changed, so a re-export shim is impossible/pointless. Delete core::notify + repoint all 19 refs across tuix/cli. 16 ported notify unit tests green in their new home; cargo build --workspace zero warnings/errors. Behavior byte-identical.
