Add ability to set system and runtime deps With this change images have new properties which allow the user to set system and runtime dependencies. For instance: dispatch create image python3-with-deps base-python3 --runtime-deps requirements.txt This would automatically add the packages listed in requirements.txt (pip format) into the image. This opens up a lot of new use-cases. The intent is the language/package manager support is pluggable. Hopefully, that can be seen in this change. Next steps are to move the faas support into the function creation which would eliminate faas specific images and base-images.
