Bump to Go 1.27 ... using the latest 1.27.1 toolchain. This lays the groundwork for bumping dependencies that require Go 1.27 (in particular, kube-openapi). The output of compress/gzip has changed, see https://go.dev/doc/go1.27#compressflatepkgcompressflate, so this requires updating the checked-in swagger.pb.gz and kubernetes-openapi-union-v1.21.2.bundle-v1.json.gz.
