Remove unused globals rejected by Clang 23 (#13759) Moving ATS CI from fedora:44 to fedora:45 brings Clang 23. Its -Wunused-but-set-global diagnostic flags globals that are assigned but never read. These warnings fail the Fedora CI build because its CMake preset treats warnings as errors, blocking the image upgrade. This patch removes unused counters and pointer assignments while keeping plugin objects registered with the C++ API. It also removes an unused continuation allocation from the intercept example. Removing the unused remap pointer exposes an ownership-tracking limitation in the existing Clang analyzer. This patch explicitly returns the remap plugin through its instance handle so the analyzer can see the transfer to the remap API, which deletes the instance when its rule is removed.
