| feat: add gitcode-pr-impact-locator skill
Automate PR impact localization in GitCode repositories. The skill walks
through a 6-step process: clarify scope → fetch merged PRs → multi-dim
scoring → deep-dive diffs → cross-reference file history → output
ranked findings.
Includes gc CLI quick reference and curl API fallback patterns for
capabilities not yet available in gc CLI.
