check-comments.sh	refactor(ci): enforce check-only philosophy, remove auto-formatting (#510) - Remove all format commands (make format, fmt-, smart_format) - Remove enable-legacy command (unused placeholder) - Fix Python check to be check-only (isort --check-only, black --check) - Fix duplicate execution in smart_ commands (each project checked N times) - Skip build directories in comment checks (.venv, node_modules, target, vendor) - Add Go cache directories to gitignore (.gocache, .golangci-cache) Breaking Changes: - make format command removed, use language-specific formatters manually - Git hooks no longer auto-format, only check Rationale: CI systems should detect issues, developers fix them manually.
