What does this PR do / why do we need it:
添加 torch.linalg.cholesky 算子 NPU 适配交付物，包括文档、配置、ATK 测试结果和单元测试，并整理 skill_output 目录结构。目的是支撑该算子在 NPU 上的代码生成和验证，同时规范化 skill 输出。
