| feat: add dynamic tune integration
Add Dynamic Tune APIs, deployment loading, case orchestration, explicit Config-oriented tuning contracts, dynamic_tune postprocess agent, ST/pytest coverage, and documentation.
Tests: widen matmul/rms_norm dynamic_tune shape ranges so configs must switch; extend matmul shapes across M×N quadrants with varying BLOCK_M/BLOCK_N.
