| fix: update akg-review skill rules
- CODE-001: only check License header exists, not year
- CODE-002: change to warning (core->core_v2 migration)
- CODE-004: skip f-string placeholders in parameter checks
- Bandit: MEDIUM/LOW -> warning, only HIGH -> error
- Add repair instructions: autopep8 + LLM, max-line-length=119
