修复一些bug。

描述（做了什么，变更了什么）

1. placement的Replicate hash改为-1，和shard(0)区分开。
2. 修复hsdpmodel的reshard、unshard、wait_for_unshard实现逻辑。
3. 修复set_requires_all_reduce参数透传bug。
4. clean_code，清理fully_shard的告警。

测试用例（新增、改动、可能影响的功能）

已经有用例看护：tests/torch/fully_shard/_test_fully_shard_module.py::test_fully_shard_module_01
