libutils: import bcmp() from newlib Recent versions of Clang (later than 8.0.0) may replace calls to memcmp() by bcmp(). Therefore, provide an implementation of this function to avoid unresolved symbol errors. The same issue was fixed in a similar way in the Linux kernel [1].
