fix: move mooncake zmq kv_port out of te port range mooncake transfer engine randomly binds ports in 20000-27000, while the default kv_port started at 20000 (decode 20001), so the zmq control-plane port could collide with a te port and crash inference. Change the default kv_port base to 28000 (decode 28001), which sits above the te range and below the NodePort range (30000-32767), and align example manifests.
