apis	refactor(config)!: load settings from ConfigMap Replace env-driven runtime config with Helm-rendered /etc/cache-indexer/config.yaml so HTTP, blockKey, discovery, and ingest settings share one values.yaml source. Move vLLM hash compatibility settings into blockKey, wire discovery and ingest constructors from config, and document the values-based config surface. BREAKING CHANGE: runtime env overrides such as HTTP_ADDR, LOG_LEVEL, DISCOVERY_REFRESH_INTERVAL, PYTHONHASHSEED, and VLLM_KV_EVENTS_USE_INT_BLOCK_HASHES are no longer the config interface.
