net, migration: Introduce Evaluator Add the logic that is responsible for deciding which type of automatic migration is required. There are three possible outputs for the migration evaluator: 1. Automatic migration is not required. 2. Automatic migration is required. 3. Automatic migration is pending. An automatic migration is required in case at least one SR-IOV secondary interface was hotplugged. In case at lease one secondary interface using bridge binding was hot-plugged or hot-unplugged, a pending request is made. This is done in order to allow a grace period for the dynamic-networks-controller to perform the in-place hotplug / hotunplug.
