BUILD.bazel	tests, storage: create PVC via DV or with StorageProfile where needed PR #15308 removed the applyStorageProfile labeling from NewPVC(), as it mistakenly added filesystem overhead to static binding PVCs. We need the label for applying the StorageProfile minimumSupportedPvcSize by CDI PVC mutating webhook, in order to run the tests on clusters where the storage has such limitation.
