feat(control): implement instance control plane and Kubernetes acceptance Add Rust Master, Node Manager, scheduling plugins, Redis persistence and process deployment. Connect the Go API and Gateway to the Instance control contracts and replace RRT POSIX cooperation with HTTP. Add pinned sandboxd integration and real SDK Kubernetes acceptance on the existing CI infrastructure. Validation: focused component regressions and local two-node SDK acceptance passed.
