AGENTS.md，在保留原有日志规则检视配置的基础上，追加 PR 合规检视路由规则：mds/ipmi.json时，依次执行两项相互独立的检查、评论分开发布：gitcode-mdb-interface-pr-reviewskill：mdb/IPMI 契约一致性检视，发结构化检视评论doc-sync-checkskill：提取本次变更涉及的命令（NetFn/Cmd），与 docs 主干清单/关联文档 PR 双条件比对，发文档覆盖评论（仅供参考，不阻塞合入）bingo skill sync重试；文档覆盖评论带head_sha幂等；检查异常降级不阻塞合入流程修改方案
