PR功能描述 / 为什么需要这个合入**:

 修正了沙箱删除流程中的契约边界：
  - VMM 停止失败时终止删除，保留 in-memory Manager 与持久化记录；
  - VMM 停止成功后继续尝试资源清理，无论后续资源是否清理成功都将删除记录，已删除沙箱将不会残留在查询结果中；
  - 如果资源清理失败，则仅记录日志，并不打断上述流程，交由人工维护进行处理；
  - 持久化记录的删除失败返回同样的错误，并不做修改，防止其不一致而被静默忽略；
该修改解决了 issue #202 中 VMM 实际已停止但因后续资源清理失败而残留在 conch sandbox ls 中的问题。
