refactor(runtime): remove incomplete crash recovery state Crash remediation depended on a persisted runtime journal and startup reconcile path that could not reliably rehydrate every resource. Normal daemon operation still paid the state and lifecycle complexity. Remove reconcile and rehydrate together with recovery-only metadata. Keep SandboxRecord limited to identity, namespace, and checkpoint head. Make the network pool process-local, and publish checkpoints directly while atomically advancing the recorded checkpoint head. refactor(netstack): derive network resources from slot IDs Slots stored independent keys, indexes, namespace paths, and interface names. Those values could drift during persistence and recovery, while the storage layer duplicated allocation state. Make the numeric Slot ID the sole identity and derive CNI IDs, netns paths, and interface names from it. Replace Storage with a heap and bitmap allocator, move queue primitives under slot, and update persisted records and callers to use the ID.
