feat(transport): add ABI-safe retained loan support Introduce explicit optional transport capabilities for POD registration, retained sample ownership, and shutdown coordination without extending the legacy TransportDriver virtual interface. Add a versioned extension entry descriptor and strict loader validation, bump the reachable core C ABI, and preserve fallback loading for legacy extensions. Implement retained iceoryx loan tracking, checked payload sizing, cross-thread release, transactional subscription setup, and deterministic teardown behavior. Cover the compatibility boundary with a real 9eb9c8d driver fixture, extension loader fixtures, retained-loan and POD tests, shutdown/concurrency tests, size guards, and a two-process retained-loan E2E sample.
