src-openeuler	sig/ai: add hearthd to SIG repositories Add a new project to sig/ai: - hearthd: HACP/JSON-RPC capability broker that exposes edge hardware (GPIO, I2C, UART, sensors, system telemetry, files) to LLM agents in a safe, audit-friendly way. The HACP protocol has been submitted to IETF as Independent Submission draft-sunyi-hacp-protocol-00. Both projects fit the SIG's southbound XPU-access scope (extended from GPU/NPU to edge hardware: GPIO/I2C/UART/sensors) and AI-infrastructure mission (agent-to-hardware control plane).
