runtime: add StepOpt experiment to optimize step function
This change introduces the StepOpt GOEXPERIMENT, which provides an
optimized implementation of the step function in the runtime package.
The optimized version, step_exp, handles 1-byte and 2-byte varints
more efficiently by avoiding full readvarint calls for these common
cases, potentially improving performance of symbol table lookups.
