urma: add API fuzz coverage for URMA tests Extend the URMA test layout so regular GTest unit tests live under test/urma/ut and public API fuzz entries live under test/urma/fuzz. Keep the existing phase targets intact while adding a separate fuzz phase and wrapper script. Add liburma and libuvs public API fuzz harnesses that include only urma_api.h and uvs_api.h. Each declared API is represented by a stable fuzz case, and the phase_fuzz report measures API case coverage instead of using production source line coverage as the API denominator. Add libFuzzer smoke/campaign support for the public API fuzz entries and collect LCOV line coverage for the fuzz entry files. Keep fuzz-reached production source coverage as a separate observation report because real device, ioctl, provider and netlink paths remain intentionally outside this stable API-entry fuzz scope.
