helpers	[msl] Remove FlattenBindings The GenerateBindings helper will already change groups to 0 so we should not need a special FlattenBindings transform. BUILD.bazel	[null] Add a simple Null backend to Tint. This CL adds a Null backend which just runs SingleEntryPoint and SubstituteOverrides and then returns the resulting workgroup information. It is used by the DeviceNull backend in Dawn removing the need to call the transforms directly. This makes DeviceNull behave in a fashion similar to the other devices. tint.h	[wgsl] Add an option to minify printed WGSL Move wgsl::writer::ProgramOptions to wgsl::writer::Options under wgsl/writer/common/ so that it can be shared by both IRToProgram and ASTPrinter, and add a new option for minification. Add a corresponding --minify flag to the CLI.
