Remove exports_files_legacy We had been using these to export all files in G3 so our legacy rules could refer to them from the top level (not normally allowed because a new BUILD.bazel file acts as the root directory for all subfolders). Since those rules were deleted (see http://cl/650343844) we can delete these too. This was mostly done via mechanical find and replace. Some places actually needed to export files, so in those cases exports_files_legacy was changed to the built-in exports_files [1].
