Incorporated contribution by Boris Zbarsky from Mozilla of extract-idl.py script, which has been hooked in through a Makefile to produce webgl.idl directly from the spec. This has cleaned up a few differences between the spec and IDL that slipped through the cracks until now. Added one comment to the spec that was desired in the IDL and updated the modified date.
