发生了什么问题？
1.连续启动singletonAbility时，报
code:16000068, message:The ability is already running.
按接口要求，应该报16000131 - The UIAbility is already exist, can not start again.
2.startSelfUIAbilityInSubProcess不支持后台启动，现在可以启动了
3.A包 B包
B启动 且 有一个ability,moduelename相同ability.
A启动，现在是启动失败
期望行为是什么？
1.连续启动singletonAbility时，返回错误码 16000131
2.startSelfUIAbilityInSubProcess不支持后台启动
3.A启动，启动成功
