发生了什么问题？

The old FixedArray/ValueArray constructor accepted both 1-arg and 2-arg forms:

let a = new FixedArray<int>(10);       // 1-arg: accepted (shouldn't be)
let b = new FixedArray<string>(4);     // 1-arg: lowering synthesized "new String()" per element

Bug according to the spec,

期望行为是什么？

1-arg compiles with CTE
2-arg compiles successfully
