BUILD.gn	Reopen builtins_stub test case and Clean AOTTest gn 1. Reopen builtins_stub test case, should only be ran under typed path. (The output of the test case verifies the execution paths by logs, and it should be tested in slow path mode.) 2. Delete unused gn arg is_disable_type_lowering.
