evaluate constant bit shift expressions in enum initializers Enum members using bit shift syntax (e.g. 1 << N) were generated as sequential integers instead of their actual values because convertEnumInitializer only handled NumberLiteral and StringLiteral. Added evaluateConstExpression to recursively evaluate binary expressions including shifts and bitwise operators.
