Description: USB 视频流（等时传输 iso）长时间显示约 10 分钟后出现性能劣化。HasRight 位于每次 transfer 提交的权限校验热路径（高频数百次/秒），将授权结果缓存置于 TidyUpRight(EXPIRED) DB 全表清理与 IsRecordExpired DB 查询之前，命中缓存直接返回，避免 DB 风暴与长跑内存增长；权限移除/设备拔出时主动失效对应缓存。
