Add error codes for custom dialog open failures. Add two error codes to ArkUI_ErrorCode for the OpenDialogWithCallback scenario: ARKUI_ERROR_CODE_DIALOG_NODE_MOUNT_FAILURE (103306) and ARKUI_ERROR_CODE_DIALOG_SUBWINDOW_CREATE_FAILURE (103308), both since 26.1.0. Update the ArkUI_OpenDialogCallback errorCode doc to reference these two codes instead of the placeholder.
