refactor(metrics): derive histogram boundary from list size The HISTOGRAM_ENUMERATION upper bound used to be passed in by every caller as the second constructor argument (ERROR_CODE_COUNT / DIALOG_ERROR_CODE_COUNT). That value is now derived from the kind-specific error-code list inside Finish(), so callers no longer need to know it. - drop the boundary parameter from CmMetricsReport; remove the boundary_ member and the now-redundant boundary ternary in CertManagerAniImpl. - update all NAPI / ANI / test call sites to drop the second argument. - replace the boundary-stress test with an INT32 range edge-case test.
