需求背景
三方应用在自动化测试中缺少网络状态控制的测试命令，无法模拟网络切换场景（WiFi/移动数据/飞行模式），导致网络相关测试场景无法自动化覆盖。
需求内容
testhelper新增6条Shell命令，通过testserver SA 5502委托系统服务innerAPI实现网络开关控制：
enable-wifi/disable-wifienable-cellular-data/disable-cellular-dataenable-airplane/disable-airplane关联 PR
