feat: decouple SA start trigger with startSaInner parameter Introduce startSaInner as an internal parameter to trigger SA start, replacing direct startSa usage in sa_profile. refactor: consolidate services BUILD.gn into single unified build config Merge six separate sub-module BUILD.gn files (base, context, core, ipc, load_mode, remote_connect) into a unified BUILD.gni template consumed by the top-level services/BUILD.gn. Add -Oz size optimization to userauth_client, userauth_executors, and userauthservice targets. Update all fuzz test references to use the consolidated config.
