display.js	feat(action): fail gate on incompatible changes index.js parses res.data after OIDC upload and calls core.setFailed when incompatible>0 or scanResult contains 不通过, so the PR gate shows a red cross instead of always passing green. display.js adds an approval hint (contact maintainer/tc_member; /api-approve /api-reject) after the detail url when incompatible>0.
