背景

precision-test 插件原为单文件 selector.py 架构，仅适配 vllm_ascend。需扩展支持 sglang、torch_npu 两仓库，并统一 CLI 与适配器架构。

需求

• 统一为 test_selector Python 包（python -m test_selector 入口），三仓共用 CLI
• 仓库适配器：vllm_ascend / sglang / torch_npu，各自提供测试目录识别、测试名转换、产品代码前缀、全量触发规则
• PR 源适配：vllm_ascend / sglang 走 GitHub（github-pr），torch_npu 走 GitCode（gitcode-pr），两者互斥
• 匹配粒度：行级 + 函数级并行合并去重；文件级降级为重命名/删除场景内部兜底（不对外暴露开关）
• 新增 disable-line-match / disable-function-match（优先于 enable）/ skip-venv 入参；移除 enable-file-match

验收标准

• action.yml 输入参数与 README / Python CLI 对齐
• dist/index.js 通过 ncc 打包，dist/test_selector/ 包含完整 Python 包
• vllm_ascend / sglang / torch_npu 三仓均能通过 python -m test_selector 正常执行
