Import ohos-sdd as a neutral-source workflow plugin, following the same structure convention as the ODK workflow plugin (separate PR).

Key Differences from ODK Plugin

• No executable (no validator)
• Additional assets: workflow/, analysis/, cli/
• security-guide.md included (referenced by skills for security checks)
• Skills use {{ASSET_ROOT}} placeholder (synced from source {{PLUGIN_ROOT}})

Dependencies

• spec-for-ai PR #46 — placeholder unification (shared/ohos-sdd/ to {{PLUGIN_ROOT}}/) — must merge first
• ohos-marketplace PR #7 — publish script with --target openharmony-skills — for ongoing sync
