This PR makes kh2 probe a cross toolchain once per target, fail when it is missing, and stops the npm driver from downloading a prebuilt.
Problem
A compile could report success while nothing was built.
Each package declared its own machine file, so one cross goal ran the same probe once per package (16 for
compile:native:android-arm64), and a missing toolchain was recorded as a<target>.unavailablemarker: a rule declaring an output it never produces.build-native.mjsthen installed a published prebuilt intoprebuilts/<target>/, so a source build and a fetched artifact were indistinguishable.Solution
kh/cross-file.mjsexits 1 with the generator's reason and removes a stale.ini; the npm driver skips the target instead of downloading..kh/output/probe/<target>.ini, declared once by the rootkh.build.ts;ArktsxNativeorders it and declaresMesonafterwards.kh/cross-file.test.mjspins that contract, run bycheck-cross-fileintest:tools.MIGRATION_PLAN.mdand the two CI job comments follow.Verification
