描述
onnxruntime会调用pthread_setaffinity_np绑核以减少线程调度，但在容器场景下，容器如何存在绑核就会导致pthread_setaffinity_np调用失败（绑定的核不在容器的可访问的范围内, 不影响功能），该问题在社区一直有issue存在，但没有很好的解决，我们这里通过增加一个宏来支持关闭这块log的打印，减少用户使用该功能时候的影响，对比修改前功能不影响，对于性能这块无明显影响，
