KubeOS 作为不可变操作系统，根文件系统默认只读。但在生产环境排查故障时，经常需要临时安装 tcpdump、strace、perf 等调试工具，当前无法直接操作。

【问题复现步骤】
问题缺陷
(1) 无法临时安装软件包，遇到紧急问题只能重启进另一个分区或外接介质。
(2) 调试困难。
【期望结果】
支持 rpm-ostree usroverlay 等效机制，/usr 以 overlay 方式临时挂载为可写，允许安装 RPM 包或放置二进制文件。
