需求：
从github上克隆bazel6.1.0，通过bazel build bazel的方式来构建bazel6.1.0的二进制文件。

复现步骤：
rpm包是由这里的个人包提供。

rpm -ivh bazel-5.3.0-2.oe2403.riscv64.rpm
git clone https://github.com/bazelbuild/bazel.git
cd bazel
git checkout tags/6.1.0
bazel build //src:bazel-dev

error：
