问题日志：/usr/sbin/cgdcbxd: net_prio cgroup not mounted: End of File or iterator
问题原因：openEuler 26.09 默认使用 cgroup v2而 net_prio 是 cgroup v1 的子系统，v2 里不存在。cgdcbxd 1.0.2 是老代码，只支持 cgroup v1 的 net_prio。
解决办法：修改service文件在 ExecStartPre 自动挂载 net_prio cgroup v1 子系统，保持向后兼容
