这个工程量很大，比如好 郝 这两个字究竟谁在前面的问题，以及多音字重是应该和虫排在一起，还是应该和众排在一起。
建议通过联系到《新华字典》编辑部，设法将汉字的读音和顺序(collation)以开源协议释出。
目前glibc已经更新GB18030-2022的码表转换对应关系，尚余 collation 这个排序规则没有更新：

目前看来是根据拼音排序的，需要研究一下目前是否有GB18030-2022字符集的拼音列表可供参考
