将编码修改为GB18030，重启，终端ls查看出现乱码
【环境信息】
硬件信息：
戴尔台式机，x86架构
软件信息：
1）OS版本：openEuler-22.03-LTS-SP2-x86_64-dvd
2）内核信息：kernel-5.10.0-152.0.0.78.oe2203sp2.x86_64
3）发现问题的组件版本:kiran-desktop-2.5.0-5.oe1
【问题复现步骤】
1.vim /etc/locale.conf
修改为LANG=“zh_CN.GB18030"，保存退出
2.重启系统
3.登录系统
4.打开终端，输入ls查看文件显示是否正常
5.创建一个中文名的文件，在终端该目录下输入ls查看显示是否正常
出现概率1/1
【预期结果】
显示正常无乱码
【实际结果】
出现乱码
