版本演进正常变化，v1.9.17p1开始用户检查逻辑新增用户ID判断，如果是root（uid:0）用户，则无需再输入密码。代码逻辑参考：https://github.com/sudo-project/sudo/blame/main/plugins/sudoers/check.c#L144
社区修改见：https://github.com/sudo-project/sudo/commit/a294a8be002213de0d7c80daaa372b1381725ce0

root用户已拥有管理员高权限，即使不输入密码，也已拥有修改文件或执行命令权限，因此，输入密码步骤实际多余。
其他普通用户执行行为未变更，普通用户仍需要输入密码。
