【需求场景】
smap 策略配置当前由 libsmap 运行期动态生成，spec 未将配置文件随包安装：配置不归属 RPM，包升级时既有配置易被覆盖或丢失，且缺少与代码版本一致的统一交付默认内容。
【需求价值】
策略配置文件随 RPM 包安装（0640、属主 ubturbo），升级时直接以新默认值覆盖，配置内容始终与代码版本对齐；smap 侧以固定路径只读配置、不回写；键缺失时沿用 smap 内置默认值作为兜底。
