Scope/design
Synchronize selected opaque cache/repository identity with submitted maintenance intent across Caches navigation, URL/registration restoration, reload, history, refresh and explicit selection. Preserve unsaved same-target policy drafts. Target changes invalidate old plans/receipts; intent generations prevent late plan/error responses from resurfacing on another target or edited policy. Keep unenrolled targets URL-addressable. Embedded assets rebuilt deterministically. No backend/CLI/MCP contract or browser authority change.
Verification

Fail-first regressions demonstrated empty IDs after deep-link navigation and old repository/profile after list navigation. 11 new semantic regressions pass, covering multi-repository/cache, unenrolled target, reload/history, same-target drafts, target/plan invalidation and late success/failure.
Passed full semantic browser suite: 50 passed, 1 opt-in live visual smoke skipped (no local QA launch URL/output directory). Artifact guard passed; no raster/trace/video output. Frontend types/unit, build/repeat asset validation/licenses, go test -count=1 ./..., go vet ./..., docs and whitespace passed.
Race: first overlapping regular-Go/race process run had two fixture service writer-contention failures. Complete isolated service race and then complete five-package Admin race command passed without disabling instrumentation or internal test parallelism. First-failure evidence and independent test-isolation follow-up #166 are recorded on #150/#165; not bundled in this UI patch.
Risk/recovery/UX
Existing Admin selection/control cohort repair, no new action or resource. Main risk is stale intent/plan crossing a target or wiping drafts; semantic JSON/DOM tests cover both. Recovery is a normal revert; no cache/schema/config mutation. Dependencies unchanged; existing npm audit warnings are not claimed fixed.
Independent exact-SHA review and required CI remain merge gates.
