Keep only "**Closes #NNN**". - AGENTS.md §9 + pr-workflow.md §5: tighten "任何 #NNN" to "裸 #NNN (无 Closes/Fixes/Resolves/Refs 前缀)" — reconciles with the Refs rule (Refs #XXX contains #NNN but doesn't close). - PR body: remove "**关联 Issue**: #NNN" (was bare-mention violating the new rule; root cause was the now-fixed template). docs(spec): add regression testing and system testing gates to §5.3 The gate table in development-workflow.md §5.3 (the authoritative gate list) was missing two testing levels that are required by other spec documents (ai-local-development-workflow.md §5, test-workflow.md, and testing-guide.md): - Gate 7: 回归测试 (regression-core.sh) — smoke regression script - Gate 8: 系统测试 (tests/system/) — structured real-command system tests Renumber old gates 7-8 to 9-10 (远端 CI, 风险分级). Update docs-only skip rule to cover gates 2-4, 6-9. Sync ai-local-development-workflow.md §5 minimal verification command set and test-workflow.md checklist. This fixes the spec internal inconsistency where the gate table (self- declared authoritative) omitted steps that three other spec documents required.
